The Metropolitan Washington Airports Authority on Wednesday announced five finalists to design and build Phase 2 of the Dulles Corridor Metrorail Project and welcomed four additional directors to the newly expanded board.
The Silver Line finalists, which were selected in a competitive process to establish their expertise to build the rail line and stations extending the Metro mass-transit system to Dulles International Airport and into Loudoun County, will now proceed to a Request For Proposal process to determine a winning contractor. The five teams that have been selected to compete for the contract are listed below in alphabetical order, along with their equity members:

New directors joined the board as a result of recently enacted legislation that expands its membership from 13 to 17, with four new directors in attendance at Wednesday’s meetings: Lynn Chapman and Caren Merrick from Virginia; Earl Adams, Jr. from Maryland; and Barbara Lang from the District of Columbia. Board Chairman Michael A. Curto thanked all departing Members, including Dennis L. Martire, who announced his resignation last month and attended his last Meeting on Wednesday, and federal appointees Robert Clarke Brown and William W. Cobey Jr., whose service ended prior to Wednesday’s meeting “for their years of service, for their dedication and for their positive contributions to the advancement of MWAA and its mission.”
MWAA Chief Executive Officer Jack Potter briefed the board on the progress of several initiatives under way to increase transparency, strengthen accountability and build public trust. “We have implemented our new travel policy that was recently approved by the board; our new Internal Control Group is at work assuring that policies and procedures are being followed; our new Freedom of Information policy is in effect and working well; and we have begun a program under our new ethics policy to provide ethics training to every employee,” Potter said.
“Our initiative to revise our Contracting Manual also is going well. Part of that work is looking at our contracting rules and regulations to make them more efficient, as well as to assure fairness,” he said, adding that new procedures would “foster a more robust and efficient competitive process.”
He also noted that MWAA planned to hire outside experts to assist in evaluating our compensation systems, and other aspects of the Authority’s human resources operations.
Directors approved the appointment of Naomi Klaus, a 20-year veteran of the authority’s Office of General Counsel, as the Airports Authority Ethics Officer. They also discussed proposed rate increases for the Dulles Toll Road in a meeting of the board’s Special Joint Finance and Dulles Corridor Committee. The committee is considering proposed increases for the next three calendar years, and will continue its discussion at the next Special Joint Finance and Dulles Corridor Committee meeting on Nov. 14 before forwarding its recommendation to the full board.
