The Metropolitan Washington Airports Authority announced Wednesday that four teams have been selected to bid in the competitive procurement process to design and build Package B of Phase 2 of the Silver Line project. Package B consists of the design and construction of a rail yard and maintenance facility to be built at Dulles International Airport. The teams selected to compete for the contract are listed below in alphabetical order, along with their equity members:

Turner Construction Co.
Freestate Electrical Construction Co.
- Skanska USA Southeast Co.
The teams were selected following a “request for qualifications information,” a process intended to emphasize design and construction experience and professionalism.
“The list of teams selected to participate in the procurement process for Package B represent some of the most highly qualified, world-recognized construction companies in the industry,” said Pat Nowakowski, executive director for the Dulles Corridor Metrorail Project.
Additional procurement process steps for Package B will include the submission of a technical plan and pricing. The award of Package B, which is expected to cost between $260 million and $280 million, will be made to the team submitting the lowest priced proposal that meets technical qualifications. An award is anticipated in July 2014 with completion of the project anticipated in 2018.
Package A of Phase 2, which includes the design and build of the rail line, stations and systems, was awarded following a similar competitive selection process which resulted in pricing well below the engineer’s estimate. Following a public opening of offers on April 19, 2013, the Package A contract was awarded to Capital Rail Constructors, a team consisting of Clark Construction Group, LLC, and Kiewit Infrastructure South Co.
The Metropolitan Washington Airports Authority, established in 1987 by the governments of Virginia and the District of Columbia, manages and operates Ronald Reagan Washington National and Washington Dulles International airports, which together serve more than 40 million passengers a year. The Airports Authority also operates and maintains the Dulles Airport Access Road and the Dulles Toll Road and manages construction of the Silver Line project, a 23-mile extension of the Washington region’s Metrorail system into Loudoun County, Va. No tax dollars are used to operate the toll road, which is funded by toll revenues, or the airports, which are funded through aircraft landing fees, rents and revenues from concessions. The Silver Line construction is funded by a combination of toll-road revenues, airport contributions and federal, state and local government appropriations. The Airports Authority is led by a 17-member board of directors appointed by the governors of Virginia, Maryland, the mayor of Washington, D.C., and the president of the United States.
