The Metropolitan Washington Airports Authority is committed to transparency in all of its contracting programs. While we strive for full and open competition in the procurement of goods, services and construction wherever possible, per the Airports Authority’s Contracting Manual, the Airports Authority is authorized, with proper approval, notification and justification to award sole source contracts.
The following is a list of sole source contracts with an estimated value of over $50,000 which the Airports Authority anticipates awarding in the near future. In cases where the anticipated value does not exceed $200,000, notices will be posted a minimum of 15 calendar days prior to the anticipated contract award date. When the award value is anticipated to exceed $200,000, the notice will be posted for a minimum of 15 calendar days, after which it will be submitted to the Airports Authority’s Board of Directors for approval of the award.

1-18-P164: Exhibition and Meeting Booth for 2018 World Routes Conference
Description: The Airports Authority requires an exhibition booth for the 2018 World Routes Conference in Guangzhou, China. The work includes design, fabricating, shipping to Guangzhou, China if required, erecting, furnishing, maintaining and breaking-down and removing the booth. The exhibition booth must comply with "all the rules and regulations of the World Routes event venue, the Organizer (UBM), and all information relevant to building a Hosted Networking Stand.” (World Routes has designated GES as an Official Contractor of the event and GES is the only source for providing electrics, furniture, graphics, platforms, utility connections, and is the only contractor permitted on the exhibition hall ﬂoor during the event to perform maintenance, repair or cleaning of the booth.

1-18-C147: Lift Net Software Services and Maintenance, Dulles Airport
Description: The Airports Authority intends to renew a maintenance contract for the proprietary system, Lift Net that provides conveyance monitoring and network communication operations of 253 conveyance units (escalators, elevators and moving walks) at Washington Dulles International Airport (IAD). The contract includes hardware, software, updates, modifications, on-site inspections, off-site maintenance, parts and repairs as needed.

1-18-B136: Curbside Valet System, Dulles Airport
Description: The Airport Authority intends to upgrade the maintenance and support of the already owned Dulles Valet parking system, ZipPark. The current version is end-of-life and requires upgrades to the software and equipment. The Authority purchased and maintains licenses which retain value for the current valet system which is proprietary and only available from ZipPark. This upgrade will enhance the current system’s sustainability, adapt to current goals, address customer service imperatives and continue to add revenue to support the traveling public.

1-18-C051: Local Telecommunication Services
Description: The Airports Authority intends to establish a bridge contract with Verizon so as to sustain local telecommunication services such as Plain Old Telephone Service (POTS) lines, and other services. This is a sole source procurement as the Authority’s existing hardware is owned and proprietary to Verizon. The bridge contract will allow time for the implementation of a follow-on contract.

3-18-B0180: Automatic Door Operator Parts, Dulles Airport
Description: Washington Dulles International Airport standardized all entry, and exit, doors with Besam automatic door operators and supporting parts. Only Besam products can be used due to physical and operational difference/limitations of other brands. Based on the standardization of the Besam product throughout the terminal, Washington Dulles International Airport must use Besam parts for repair and replacement of existing installations. Besam Automatic Doors became part of ASSA ABLOY Group in 2002. ASSA ABLOY Entrance Systems of Annapolis, MD is the exclusive, and only, authorized provider of sales and service for the Besam line of automatic door equipment in Maryland, District of Columbia, and Northern Virginia.

Description: The Airport Authority has been member of the Virginia Energy Purchasing Governmental Association (VEPGA), a joint powers association consisting of over 170 members from local governmental entities, having expertise in energy matters, negotiates electricity rates with Dominion Energy Virginia (DEV), resulting in considerable savings to members. The Airports Authority desires to purchase electricity from DEV) through the VEPGA agreement for Ronald Reagan Washington National and Dulles International Airports and the Dulles Toll Road.

3-17-B0753: Total Organic Carbon Analyzer, Installation and Service Agreement, Dulles Airport
Description: Washington Dulles International Airport uses proprietary equipment and software to meet the requirements of Stormwater Permit VA 0089541 issued on July 27, 2009 by the Fairfax County Water Authority(FCWA). Washington Dulles International Airport is required to install on-line technology that will allow for continuous readings of total organic carbon at a frequency of at least once per hour. FCWA uses the HACH BioTector for their analysis. Based on that finding, Washington Dulles International Airport must use equipment that is compatible with HACH companies product and will stay with the same manufacturer and type of product to ensure complete and accurate data transmission.
