The federal government has directed major U.S. airports, including IAD, to begin an enhanced employee inspection process at employee entrances to restricted space throughout the airport. Employees should be aware of and prepared for this process. It is important to check all clothing and bags/containers, and any equipment or other materials, brought through the entrance to ensure they contain no prohibited items. Employees still may bring personal food or beverage through these entrances, as well as tools of their trade. Penalties for carrying prohibited items could include monetary penalties and suspension from carrying an airport badge. Please see Airport Security Bulletins 20230925-1 and 20230925-3

 

The Customs and Border Protection - Port of Washington at Dulles has announced a new Port Director.  Accordingly they have issued a new version of the Letter to the Port Director to be used when applying for a Customs Seal.

Badge Application Process

 

Applicants can make a reservation online or walk-in for service using our reservation management system.

If you are a new applicant: 

  1. Report to the Badge Office first with all the completed required documentation.
  2. You will then be sent to be fingerprinted for the Criminal History Records Check (CHRC) and STA submission.
  3. You will be notified by your Certifying Official when your application has been approved.
  4. Once notified, proceed to the IET training room to complete security training and driver training if applicable.
  5. Once you have completed training, proceed to the Badge Office to receive your badge.

If you are renewing your badge:

  1. Proceed to the IET training room to complete annual security training and complete additional training if you have one of the following:
    • Non-movement driver endorsement as indicated by a "D" on your badge.
    • Movement driver endorsement as indicated by a "DM" on your badge.
    • Are a designated Certifying Official for your company.
  2. Once you have completed training, proceed to the Badge Office with all the completed required documentation to receive your badge. Badges may be renewed up to 30 calendar days prior to badge expiration. If you have Airport issued keys, please bring them with you when you renew.

For those individuals seeking a customs seal on a new or renewed ID Badge, please bring a

Copy of the Letter to CBP requesting Customs Seal. (See the Customs Seal Section below for more information)

** 37 Questions form is only needed for new applicants or applicants requiring a CHRC check.  Form is not required for renewing applicants who have an active Rap Back subscription, or exempt from CHRC process.

 

Annually, each application must be marked as a Renewal and the Individual must present two (2) forms of Identification. One must be picture ID.

Effective August 1, 2022, the fee for fingerprint collection is $31.00. If receiving a security threat assessment (STA) an additional $11 fee will be charged (Total fee $31 + $11= $42) (check, cash, money order, or credit card accepted)

 

Effective September 1, 2017 - A new employee incentive program will be implemented at Washington Dulles International Airport.  This program rewards employees for their safety and security awareness and actions.  Please see Orders and Instructions (O&I) MWAA 10-3-1 Incentive Programs for Airport Employees and the Nomination Form for more information.  Questions may be directed to the Airport Security Coordinator at 703-572-2730.

 

IF YOU HAVE LOST YOUR BADGE, IT HAS BEEN STOLEN, OR IS OTHERWISE UNACCOUNTED FOR, YOU MUST REPORT IT IMMEDIATELY TO THE PASS AND ID OFFICE AT 703-572-2780 OR AIRPORT OPERATIONS AT 703-572-2730. TO BE REISSUED A BADGE YOU MUST COMPLETE AND SUBMIT THE UNACCOUNTED BADGE FORM.  ALL BADGES WHICH ARE FOUND MUST BE TURNED IN TO THE PASS AND ID OFFICE, AIRPORT OPERATIONS, OR AIRPORT POLICE.


Certification Official Information

 

Airport security is a serious matter and one which requires trustworthy dedicated individuals to oversee the various processes. One of the individuals that the Transportation Security Administration (TSA) requires is an Authorized Signer… known at Dulles International as the Designated Certification Official or Certification Official.  As a Certification Official, a great responsibility is placed upon the individual to help the Airport Authority ensure the integrity and accountability of the badging and access control systems for the respective company.

 

An individual must be designated by their company to be a Certification Official through a request submitted on the Designated Certification Official Letter (available from the Badge Office).  Once the request is approved and the Certification Official has cleared the process, the Designated Certification Official Letter will be kept on file in the Badge Office and must be updated by the company within 7 business days if there are any changes.

The Designated Certification Official must complete the following prior to any other employee starting the badge application process:

  1. Apply for and receive an airport issued ID badge.
  2. Complete the Security Training and the Certification Official Training video. This training must be completed annually as part of the badge renewal training for the Designated Certification Official. 
  3. Will receive information from the Badge Office pertaining to your duties and responsibilities as a Certification Official.

Additionally, you must maintain a valid ID badge and complete the applicable annual training in order to retain your status as a Certification Official.

It is the responsibility of a Certification Official to have a complete understanding of the duties and responsibilities, to understand the basic concepts and requirements of airport security, and to be proactively involved in the role as a Certification Official.  Failure of the Certification Official to comply with any of the requirements may cause delays in processing a company’s employees or personnel through the Badge Office.

To help the Certification Official in understanding the duties and responsibilities, the Badge Office has developed the Certification Official Packet for guidance and reference. 

When returning ID badges to the Badge Office, please complete the Returned Badge Receipt Form and bring it along with the badges to the Badge Office. The form will be signed off by the Badge Office and you will be provided a copy of the signed receipt.

 

If your employee has a lost, stolen, or otherwise unaccounted badge and they need to have a new one issued; please ensure that they bring the UNACCOUNTED BADGE FORM with them to the Badge Office.

Hello, and Welcome to Washington Dulles International Airport!  The security of the airport and its customers is a serious matter that places great responsibility and accountability on entities and individuals who provide services at the facility.  We understand that establishing your company operations at the airport can be a seemingly daunting and stressful task.   Our desire is to guide and help you through each step of establishing your company at the airport. 

To get started, it is important to understand that obtaining access to the security controlled areas of Washington Dulles may include additional permitting requirements such as engineering, administrative, or US Customs and Border Protection approval depending on the area's you need to access or the type of business you will be conducting.  Here are some points of contact to help you determine any other requirements applicable to your company:

When you are setting up your company at Dulles International, please use the 4 step process below as your road map for getting you company badged and on to doing what your company is here to do!  

Step 1 – Determine your Business Type

Different business types require different types of documentation.  Please identify your business relationship from the following list to determine what documents are required.  We have provided corresponding checklists to show which documentation is required based on the business type selected.

  1. For organizations working for or leasing directly from the Metropolitan Washington Airports Authority (including airlines, contractors or sub-contractors, and/or tenants), please use  Checklist A
  2. For organizations working for or sub-leasing from existing businesses or organizations established at Dulles International (such as vendors, sub-tenants, concessionaires, their contractors or sub-contractors, or companies who provide services requiring a Commercial Aviation Services Permit), please use Checklist B.
  3. Governmental Agencies including federal, state, or local governments, please use Checklist C.   

 

Step 2 – Register with the Pass & ID Office

You must then register your entity with the Pass a& ID Office by submitting an email to IADPass&[email protected]. The email should include scanned copies of all the necessary documents found in the appropriate Checklist. You will receive an email confirmation within 48 hours of receipt of your registration.  After reviewing the documentation, a Pass & ID Office representative will contact you to complete the registration process and will advise if there are any discrepancies to be corrected, or if any additional documentation is needed.  To complete the registration process, all original hard-copy documentation must be submitted to the Badge Office upon the processing of the first Designated Certification Official for your company.  Missing or incomplete checklist documentation will delay badge issuance until all discrepancies are corrected.

 

Step 3 – Apply for Airport ID Badge

Once you receive written confirmation from the Pass & ID Office to begin the badging process, the Designated Certification Official(s) for your company should proceed to the Badge Office to begin their individual badge processing. It is important to note that the at least one (1) Certification Official with your entity must have completed the training and badging process prior to signing any other badge applications. The location and hours of the Pass and ID office can be found at the top of this page.

Please ensure that the Designated Certification Official(s) are bringing the appropriate documents to complete the registration process:

  • All original hard copies of the checklist documents.  (Only required from the first Designated Certification Official being processed)
  • Completed and Signed Airport ID Badge Application
  • Completed and Signed Fingerprint Application
  • Customs Seal pre-approval email, if applicable
  • Two forms ID, see page 1 of Airport ID Badge Application for acceptable ID’s

A criminal records check and a security threat assessment will be started during the appointment; there is a $40.00 dollar administrative fee due at the time of service for each individual being processed for an ID Badge. You may pay by cash or credit card at the Agent Cashier’s window, located across the hall from the Badge Office.  The application processing typically takes between 20 and 30 minutes, depending on customer volume. Please plan your time accordingly. 

When the application process is complete, the Badge Office staff will provide you with additional information and the approximate timeline for background check completion.

 

Step 4 – Training and Badge Issuance

Once the criminal records check and security threat assessment have been processed and approved, the Certification Officials for your entity will receive a confirmation email. Individuals who have been approved to receive a badge may return to the airport to begin their training in the Interactive Environment Training (IET) room located at the Pass & ID Office.  Upon completion, and then to the Badge Office for badge issuance. 

The IET training room is adjacent to the Badge Office and is accessible during normal business hours. In the confirming email, you will be provided the applicant's badge number.  Please have the applicant use that number to access the IET training system. 

The training courses that need to be completed are as follows:

  • Certification Official Training
  • Security Training or SIDA Training
  • Non-movement Training, if driving on Airfield is required

Once the Certification Official’s badge is issued, that person will be authorized to begin signing Airport ID Badge Applications for your employees and engage in the duties of a Certification Official.

Customs Seals - if applicable

Effective February 9 2021 - CBP Public Information Notice - Temporary Access to CBP Areas at IAD

Effective April 24, 2020 -

The US Customs and Border Protection (CBP), Port of Washington at Dulles, has updated the processing of Seals for access to the CBP regulated areas with a few minor procedural changes.  These changes are mostly related to renewal applications but may be applicable to new seal applications for existing badge holders.  

 

Please reference Public Information Notice (IAD-2020-003) from CBP for the full list of procedures.

 

The US Customs and Border Protection (CBP), Port of Washington at Dulles, has implemented CBP Security Zones for CBP regulated areas. Please reference the Public Information Notice WAS-11-03.

  • ZONE 1: Encompasses the Federal Inspection area (FIS), including the aircraft, sterile corridors, jet way, elevators, stairways leading into the FIS, and in-transit facilities, as well as all areas designated by the Port Director or designee for the processing of passengers and baggage of arriving international aircraft.
  • ZONE 2: Encompasses those areas outside the FIS including the envelope of an aircraft (with NO passengers or crew on board) arriving or departing international (outside the U.S.), the ramp, tarmac, and baggage/cargo staging areas where activities related to international arrivals and departures occur.
    • The "envelope of an aircraft" (with NO passengers or crew on board) refers to the area around the aircraft and everything that encompasses or comes in contact with the aircraft - such as ground personnel, equipment, baggage carts and baggage, fuel trucks, loading equipment, etc.

All individuals must apply for a Customs Seal to be authorized to work or be present in the new Security Zones. Individuals who currently have a Customs Seal must complete the new Seal Application Process upon renewal of their airport issued ID badge.

Seal Application Process for New Applicants: (19 CFR 122.182)

  • The Certification Official for the applicant must send the completed customs seal application packet via email to [email protected].
  • The single email must contain the completed customs seal application packet including the following:
    • The fillable-pdf containing CBP Form 3078 (Application for Identification Card) as well as an electronically signable version of the CBP Form 3078 Appendix A.  (All Dulles based entities use Company Code 5401)
    • Scanned copies of two valid forms of ID and, if applicable, Immigration Documentation.
    • The Letter to the Area Port Director regarding the applicants intended position and company performed background check. This letter must state the requested Zone (Zone 1 or Zone 2) and describe the duties that the applicant will perform while in the Customs Security Area.
  • Upon receipt of all three attachments in one email, [email protected] will review the application packet and notify the original email sender via return email that the application has been reviewed.   
    • Applicants with approved applications will be instructed to provide that return email to the Pass & ID Office. 
    • Applicants needing further review will be directed to schedule an appointment and advised that the applicant should come to the Seals office at IAD main terminal on the day of their appointment.
  • Once the Certification Official has received the return email indicating an approved application, the applicant may go to the MWAA Pass & ID office to submit for the MWAA ID Badge.  The applicant must present a copy of the return email in order for the MWAA Pass & ID office to verify the applicant’s IDs and process and transmit the Criminal History Records Check (CHRC) information along with the badge number to CBP when it is received.
  • Upon receipt of the CHRC by CBP, CBP will provide the approval/denial of the Seal along with approved zone back to the MWAA Pass & ID office.
  • Upon receipt of the CBP approval, the MWAA Pass & ID office will finalize the processing of the MWAA ID badge with the Seal and will notify the applicant’s certification official when it is completed.
  • Each Customs Seal approval shall be valid for up to 24 months from the date of approval.

 Seal Renewal in Conjunction with SIDA Badge Renewal: (19 CFR 122.182)

  • The MWAA SIDA Badge is renewed yearly.   Within the SIDA Badge issuance procedures, MWAA maintains the date that the Customs Seal was approved by CBP.
  • Upon submission of the renewal MWAA ID Badge application containing a Seal request, MWAA will check the Customs Seal approval date.  
    • If the application for renewal falls within the 2-year Seal approval period, MWAA will reissue a new SIDA Badge with a Customs Seal.   
      • **NOTE: In addition to the other limitations on the expiration of MWAA ID Badges, as specified in the MWAA Orders and Instructions 6-4-1H, Airport Identification Badge Requirements, the renewal MWAA ID Badge with a Customs Seal will not be issued for longer than the expiration of the currently approved Customs Seal.
    • If the application is outside of the 2-year approval, the applicant will be directed to contact the CBP Seals Office to submit a Seals renewal application as outline below.

 

Seal Application Process for Renewal Applicants (every 24 months): (19 CFR 122.182)

Personnel desiring to renew an approved Customs Seal for one or more additional 2-year periods must submit a renewal CBP Seal application to the Seals Office no later than 30 calendar days prior to the start of each additional 2-year period.  It is recommended that the Seal renewal be timed to coincide with the expiration of the MWAA ID Badge closest to the expiration of the Customs Seal approval.  The submission process for renewal of a CBP Seal at the 2-year period is as follows:

  • The Certification Official for the applicant must send the completed customs seal application packet via email to [email protected].
  • The single email must contain the completed customs seal application packet including the following:
    • The fillable-pdf containing CBP Form 3078 (Application for Identification Card) as well as an electronically signable version of the CBP Form 3078 Appendix A.  (All Dulles based entities use Company Code 5401)
    • Scanned copies of two valid forms of ID and, if applicable, Immigration Documentation.
    • The Letter to the Area Port Director regarding the applicants intended position and company performed background check is required.     • Applicants with approved applications will be instructed to provide that return email to the Pass & ID Office. 
    • Applicants needing further review will be directed to schedule an appointment and advised that the applicant should come to the Seals office at IAD main terminal on the day of their appointment.
  • Once the Certification Official has received the return email indicating an approved application, the applicant may go to the MWAA Pass & ID office to submit for the renewal MWAA ID Badge.  The applicant must present a copy of the return email in order for the MWAA Pass & ID office to verify the applicant’s IDs and renew the MWAA ID Badge with the Seal.

**NOTE: Other seals questions or requests should still be sent to [email protected].

 

All documents must be unexpired and your legal name must match exactly on both documents. A bridge document is required for name changes. Applicants must supply one document from each category.

Category One - Proof of Citizenship

  • U.S. Passport
  • U.S. Passport Card
  • U.S. Certificate of Naturalization
  • Permanent Resident Card
  • Foreign Passport with I-551 Stamp or MRIV
  • Employment Authorization Card
  • I-94 - Document must indicate the bearer’s immigration status, the date status was granted, and when the status expires. The Form I-94 must have a handwritten date and status, and the Form I-94A has a computer-generated date and status.
  • Passports of the Federated States of Micronesia and the Republic of the Marshall Islands- Citizens of these countries may present FSM or RMI passports accompanied by a Form I-94 or Form I-94A.
  • Certification of Birth Abroad - Issued by the U.S. Department of State (Form FS-545 and DS-1350)
  • Birth Certificate - Must be a certified copy of a birth certificate issued by a state, county, or municipal authority, and must have an official seal. Hospital certificates are NOT accepted.

Category Two – Photo Identification

  • Driver’s License (Required for driving badge) – Government State issued and is acceptable only if valid, unexpired and contains a photograph and other identifying information such as name, date of birth, gender, height, eye color, and address.
  • State Identification- Issued by any state of the United States, and is acceptable if it contains a photograph and other identifying information such as name, date of birth, gender, height, eye color, and address.

Caution: Please be aware that the application packet to be submitted to the CBP will contain the applicants Personally Identifiable Information (PII) which should be treated with extreme care.  The Metropolitan Washington Airports Authority does not endorse transmission of PII which has not been adequately encrypted.  CBP has indicated that the fillable-pdf containing CBP Form 3078 becomes an encrypted file when the “submit application” button is pressed.  However, the scanned copies of the IDs and scan of the letter to the port director do NOT automatically encrypt.  It will be the responsibility of the person sending the files to appropriately protect the information being sent to CBP.  CBP has indicated that they will continue to accept paper copies of the application but they caution that processing times may be delayed in this situation.

AOA Vehicle Inspections are conducted at the East Vehicle Maintenance Facility accessible from Propeller Court - Gate 127.  The inspection station is closed during holidays and snow events. Keys

The Authority has the overall responsibility for operating and maintaining a secure lock and key system.  Order & Instruction (O&I) IAD 6-4-2A details the policies and procedures for maintaining the security of the key control systems at Washington Dulles International Airport.  It also describes the responsibilities of individuals, organizations, and the Metropolitan Washington Airports Authority (Authority) for issuing, using, accounting for, and recovering locks and keys.  This O&I does not address policies and procedures for key control at Ronald Reagan Washington National Airport, which can be found in O&I DCA Locking of Spaces at Reagan National, current version.  A few important items are noted below for your reference:

 
  • All keys issued by the Authority are individual specific, non-transferable, and duplication is prohibited. 
  • Keys which are lost, stolen, or otherwise unaccounted for should be immediately reported to the Pass & ID Office, the Airport Operations Center, or Police.  If you find a lost key, you must immediately return it to the Pass & ID Office or the Airport Operations Center. A completed Unaccounted Key Form requesting replacement, signed by the Authorized Key Requestor of the ID Badge Holder, is required along with payment of the applicable fees.
  • All key and lock services requested are subject to the rates and charges identified in the O&I.
  • Each entity requesting key and lock services under this O&I must submit a letter designating Authorized Requestors using the template letter which must be printed on company letter head.  The form must be physically signed (electronic signatures are not accepted).  The form must be scanned and emailed to the Work Order Desk at [email protected]. These letters must be updated and resubmitted annually.
  • All requests for Airport-Approved Lock System lock or hardware maintenance issues should be emailed to the Work Order Desk at [email protected].
  • Requests for keys must be submitted in accordance with the procedures listed in the O&I for the respective key type being requested.  Please allow 72 business hours for the keys to be cut and delivered to the Pass & ID Office for pick up.
    • Standard Key requests must be submitted by an Authorized Requestor to the Work Order Desk at [email protected]. The request must include the key type (number if known), employee's name, and employee's Dulles International SIDA badge/Lock Shop assigned number as applicable.
    • Critical Infrastructure Key requests must be submitted by an Authorized Requestor using the IAD Key Request Form. The form must be physically signed (electronic signatures are not accepted).  The form may then be scanned and emailed to the Work Order Desk at [email protected] or delivered via mail.
    • Security Controlled Key requests must be submitted by an Authorized Requestor using the IAD Key Request Form.  Electronic Keys must also include the Electronic Key Access Request Form. The forms must be physically signed (electronic signatures are not accepted).  Once completed, the original forms may be scanned and emailed or delivered via hard copy (hand carried or mailed) to the Airport Security Manager in Airport Operations or via the following address:
