Anticipated Sole Source Awards

The Metropolitan Washington Airports Authority is committed to transparency in all of its contracting programs. While we strive for full and open competition in the procurement of goods, services and construction wherever possible, per the Airports Authority’s Contracting Manual, the Airports Authority is authorized, with proper approval, notification and justification to award sole source contracts.

The following is a list of sole source contracts with an estimated value of over $50,000 which the Airports Authority anticipates awarding in the near future. In cases where the anticipated value does not exceed $200,000, notices will be posted a minimum of 15 calendar days prior to the anticipated contract award date. When the award value is anticipated to exceed $200,000, the notice will be posted for a minimum of 15 calendar days, after which it will be submitted to the Airports Authority’s Board of Directors for approval of the award.

If you believe that your firm can fulfill any of the anticipated contractual requirements listed below, please complete the Airports Authority's Statement of Capabilities Form, available below, and e-mail it to contracting@mwaa.com or hand deliver it to 2733 Crystal Drive, Arlington, VA 22202 prior to 5:00 PM on the posted deadline date.  All submissions shall be reviewed to determine if competition exists.

1-17-C178: Police Taser Replacement
Description: The Metropolitan Washington Airports Authority Police Department is replacing its current X26 and X26P Tasers with X2 Unlimited Tasers, in addition to requiring annual maintenance on the equipment. Based on research, Tasers and its cartridges are proprietary equipment, only available from its manufacturer Taser International/Axon.

3-17-B0753: Total Organic Carbon Analyzer, Installation and Service Agreement, Dulles Airport
Description: Washington Dulles International Airport uses proprietary equipment and software to meet the requirements of Stormwater Permit VA 0089541 issued on July 27, 2009 by the Fairfax County Water Authority(FCWA). Washington Dulles International Airport is required to install on-line technology that will allow for continuous readings of total organic carbon at a frequency of at least once per hour. FCWA uses the HACH BioTector for their analysis. Based on that finding, Washington Dulles International Airport must use equipment that is compatible with HACH companies product and will stay with the same manufacturer and type of product to ensure complete and accurate data transmission.

1-17-P148: GIS System Renewals and Upgrades 
Description: The Airports Authority's existing GIS system was designed and implemented in 2011 using ESRI ArcGIS software to provide spatial data to assist with planning and engineering projects.  Support renewal is required to continue the operation of the system and upgrades will enable the Airports Authority to better maintain and analyze GIS data and improve and optimize operation efficiencies.

2-17-B0347: License for Electronic Board Book Services
Description: The Airports Authority requires an electronic delivery system that provides the Board of Directors with secure web access to meeting materials and other critical information requiring the Directors actions. Full and open competition was previously utilized to procure Diligent as an electronic board book service provider for the Board of Directors.  There would be additional costs associated with migrating five years of archived materials and board books that are presently stored within the portal, to another provider.  There would also be additional costs to re-orient and train the Board members and staff.

7-17-B008: Bridge Management System Upgrade for Dulles Toll Road
Description: The Contractor shall provide an upgrade to proprietary software already in use at Washington Dulles International Airport. The Airport’s current InspectTech System from Bentley Systems, Inc., is to be upgraded to the cloud-based InspectTech Connection Edition system.

3-17-B0103: Maintenance of Automated Vehicle Identification System, Dulles Airport
Description: Washington Dulles International Airport uses proprietary equipment and software for its Automated Vehicle Identification System.  This system is used to dispatch taxicabs to and from the Airport Terminal, track as well as asses activity charges to shared ride van service and hotel courtesy vehicles, as well as all other vehicles on the Commercial Vehicle Curb.  Transcore owns this proprietary system and it cannot interface with any other systems to meet the maintenance, hardware, software, and spare parts requirements of the Automated Vehicle Identification System currently used at Washington Dulles International Airport.
