RONALD REAGAN WASHINGTON NATIONAL AIRPORT
FINAL ENVIRONMENTAL ASSESSMENT AND FINDING OF NO SIGNIFICANT IMPACT
TERMINAL B/C REDEVELOPMENT, SECURE NATIONAL HALL, AND RELEATED IMPROVEMENTS
The Metropolitan Washington Airports Authority (the Authority) proposes to undertake improvements to Ronald Reagan Washington National Airport. The proposed Terminal B/C redevelopment includes the replacement of 14 existing regional aircraft hardstand positions with 14 contact gate positions at a newly constructed concourse connected to the north end of Terminal B/C (New North Concourse). Also included is the replacement of the existing three security screening checkpoints (SSCPs) at the connections between the National Hall and each Terminal B/C pier with two new SSCPs; one over the arrivals level roadway north of the north Metro pedestrian bridge, and one below the departures level roadway south of the south Metro pedestrian bridge. The National Hall would be converted to a post-security secure area, allowing passengers to move between piers without additional SSCPs. In order to accommodate the New North Concourse and Secure National Hall, two hangars and the Authority’s Corporate Office Building would be demolished; the Central Utility Plant, airport security fence, and aircraft remain overnight parking locations would be modified; a new Taxiway N2 would be constructed; Taxiway S pavement would be removed from Runway 15-33 to Taxiway N; and temporary modifications to Lot K to provide airline operational space in the hardstand area during construction would be made. A temporary contractor staging area for construction equipment and materials storage would also be provided on the northeast side of Runway 15. The proposed Terminal B/C redevelopment and related improvements would enhance passenger safety and experience and airline operations by providing improved holdroom areas and amenities, and contact gates that facilitate the loading and unloading of aircraft using passenger loading bridges instead of buses. Additionally, the Secure National Hall would provide connecting passengers the ability to access all piers in Terminal B/C without additional security screening requirements.
In conformance with the provisions of the National Environmental Policy Act, the Authority has prepared an Environmental Assessment (EA). After careful consideration of the information contained in the Final EA, the Federal Aviation Administration (FAA) has determined that significant environmental effects will not result from the proposed action. Therefore, the FAA has issued a Finding of No Significant Impact (FONSI).
Beginning November 29, 2016, the Final EA and FONSI will be available for public review during business hours at the following libraries: Arlington County Central Library (1015 N.
