Thorn Pozen, Mark Uncapher to serve as Chairperson and Vice Chairperson

The Metropolitan Washington Airports Authority board of directors elected Thorn Pozen to serve as its chairperson and Mark Uncapher to serve as vice chairperson for 2024 at its meeting Wednesday. The board also re-elected Monica Hargrove as secretary to the Airports Authority. All three will serve one-year terms in office beginning in January.

Thorn Pozen, chairperson, is a partner in the law firm of GMP LLP in Washington, D.C., where he advises government and private sector clients on local government, administrative law, and local government ethics issues. He previously served as a partner at Stinson Morrison Hecker, and was the D.C. Government’s chief ethics counselor and chief freedom of information act officer. He has over 35 years of experience working for and with the District government, in the executive and legislative branches, as well as for the former D.C. financial control board. Pozen graduated from American University, Washington College of Law, magna cum laude, and from Connecticut College with honors and distinction in his major. He is an appointee of the Mayor of the District of Columbia.

Mark Uncapher, vice chairperson, is executive director of the Fiber Optic Sensing Association. He is a member of the New York State and D.C. bar and a graduate of New York Law School and George Washington University.  He previously was counsel to the subcommittee on government management, information & technology of the House oversight and government reform committee. After serving on Capitol Hill, he was senior vice president and counsel of the Information Technology Association of America and vice president and counsel at Stateside Associates. He was Montgomery County’s Republican Party chairman between 2008 to 2018 and continues as an officer of the Maryland State Republican Party. He was a member of the presidential transition team for the Federal Communication Commission in 2000-2001. Before moving to Maryland, he was an executive Park Communications and assistant counsel to the New York State comptroller. He is an appointee of the governor of Maryland.

Monica Hargrove, secretary, carries out official board duties and manages day-to-day operations, including serving as a liaison to Airports Authority senior management. Hargrove joined the Airports Authority in 2013 as deputy general counsel. A veteran aviation attorney, she previously served as general counsel at Airports Council International – North America and associate general counsel at US Airways. Prior to that, she was a trial attorney in the antitrust division of the U.S. Department of Justice. Hargrove is a graduate of Dartmouth College and the University of Michigan Law School.
