New rules governing the operation of limousines and app-based Transportation Network Companies (TNCs), such as Uber and Lyft, began on November 1 at Ronald Reagan Washington National and Washington Dulles International Airports. The rules expand the variety of convenient ground transportation choices available to passengers using the airport.

Passengers using one of these services are advised to arrange for their ride as follows:

• Contact the provider directly or through its app to arrange the ride.
• Passengers riding to the airport should ask to be dropped off at the publicly accessible curb closest to their airline’s ticket counter.
• Passengers requesting a ride from the airport should exit the terminal from the baggage claim area. At Reagan National, cross to the outer curb for pick-up. At Dulles International, proceed up the ramp to the Arrivals level roadway.

Fares and surcharges are set by the TNC and limousine operators. Fares and surcharges for taxis continue to be regulated by the primary jurisdiction in which they are licensed. All ground transportation operators pay an airport access fee but have the choice whether or not to incorporate it into their fares. Soliciting rides outside designated areas, or offering rides that are not pre-arranged, are still prohibited by airport regulations.

The new TNC and limousine rules are the result of regulations adopted in September to better align these ground transportation options at the airports. The regulations were approved after months of study, public input and review in order to determine how best to provide passengers with access to new ground transportation options while ensuring the airport operates effectively and equitably for all providers.

The Metropolitan Washington Airports Authority, established in 1987 by the governments of Virginia and the District of Columbia, manages and operates Ronald Reagan Washington National and Washington Dulles International airports, which together serve more than 40 million passengers a year. The Airports Authority also operates and maintains the Dulles Airport Access Road and the Dulles Toll Road and manages construction of the Silver Line project, a 23-mile extension of the Washington region’s Metrorail system into Loudoun County, Virginia. No tax dollars are used to operate the toll road, which is funded by toll revenues, or the airports, which are funded through aircraft landing fees, rents and revenues from concessions. The Airports Authority generates more than 387,000 jobs in the National Capital Region.
