Pursuant to this Request for Proposals (RFP), the Airports Authority expects to form a Primary Underwriting Pool, a Secondary Underwriting Pool and an Emerging Underwriters’ Pool from which underwriting syndicates will be selected to execute and support future bond financings for the Aviation Enterprise and Dulles Corridor Enterprise; and to select three syndicates to execute planned bond transactions. Underwriters selected to serve in a syndicate will collaborate with Airports Authority management, municipal advisors, and counsel on a future planned bond transaction. Subsequent syndicates will be selected from the pools, as needed, for any future debt issuances during the term of the pools. The sizes and structures of all syndicates will be recommended based upon the needs of each specific transaction. Syndicate members and roles will be chosen based on firm experience and expertise with the type of financing structure under consideration. Such selection may be made with or without the issuance of a subsequent RFP with respect to the specific transaction or the need for interviews.
