AVAILABILITY OF FINAL ENVIRONMENTAL ASSESSMENT AND FINDING OF NO SIGNIFICANT IMPACT/RECORD OF DECISION 

 

Notice of Impacts to Wetlands in Accordance with
 Section 2(b) of E.O. 11990, Protection of Wetlands 

 

 

This notice is intended to advise the public that on September 11, 2026, the Federal Aviation Administration (FAA) issued a Finding of No Significant Impact (FONSI) for the federal actions reviewed in the Final Environmental Assessment (EA) for the Transwestern Northgate Development at Washington Dulles International Airport (IAD or the Airport). 

 

The Proposed Action includes lease of an approximately 53-acre parcel northeast of IAD for development as a warehouse facility.

 

The purpose of the Proposed Action is to develop sufficient warehouse space to meet the demand for logistics and distribution facilities in the IAD area. The Proposed Action is needed to support the essential flow of goods to the local population.

 

The Federal Aviation Administration (FAA) is the lead federal agency to ensure compliance with the National Environmental Policy Act of 1969 (NEPA) for airport development actions. The Final EA has been prepared pursuant to the requirements of Federal Aviation Administration (FAA) Order 1050.1G, FAA National Environmental Policy Act Implementing Procedures and Department of Transportation’s (DOT) Order 5610.1D, DOT’s Procedures for Considering Environmental Impacts. 

 

The FONSI indicates that the project is consistent with NEPA policies and objectives in that it will not significantly affect the quality of the human environment. The Proposed Action includes potential impacts to 970 linear feet of streams and 0.26 acres of wetlands. It is anticipated that the project will qualify for a State Programmatic General Permit and Virginia Water Protection Permit based on further consultation with the United States Army Corps of Engineers and the Virginia Department of Environmental Quality which will include compensatory mitigation for project impacts.
