NOTICE OF PUBLIC HEARING

Proposed Amendments to Regulations for Tolls for Use of the Dulles Toll Road and Administrative Fees for Toll Collection 

PLEASE TAKE NOTICE that, pursuant to Va. Code § 5.1-157 and D.C. Code § 9-906, the Metropolitan Washington Airports Authority (“Airports Authority”) is proposing the following amendments to the Metropolitan Washington Airports Regulations (“Regulations”): 

Section 10.1, Tolls for Use of the Dulles Toll Road, to increase the toll rates for each class of vehicles and ramps effective January 1, 2023, as follows:

Section 10.3, Administrative Fees, to add a new subsection (2) that would authorize the Airports Authority to impose the fee permitted by Va. Code § 46.2-819.3:1 to recover the direct costs incurred by the Airports Authority for pay-by-plate transactions once the Dulles Toll Road converts to all-electronic tolling.

PUBLIC HEARINGS AND OPPORTUNITY TO COMMENT

The Airports Authority will conduct two public hearings, one virtual and one in person, on the proposed amendments on the following dates, times, and locations:

The hearings will provide an opportunity for the public to hear about the proposed amendments and the reasons for their proposal. The public will also learn about the transition to all-electronic tolling on the Dulles Toll Road, capital improvements in the Dulles Corridor funded with toll revenue, and the financing and construction of the Dulles Corridor Metrorail Project. All interested persons are invited to attend the public hearings, and provide comments at the July 18, 2022, public hearing regarding the proposed amendments.

The public hearings will be conducted in English. At the July 18, 2022, public hearing, translators will be available to assist Spanish-speaking participants and a sign language interpreter will available for deaf and hard of hearing participants. Individuals seeking other translation services must contact the Airports Authority at (703) 253-5896, at least 72 hours in advance of the public hearing they intend to attend.

In addition to seeking comments from the public on the proposed amendments, the Airports Authority is inviting comments on the following:

  1. The Airports Authority is committed to environmental sustainability. For example, converting to all-electronic toll collection will reduce harmful emissions from vehicles idling at toll plazas. Are there other potential environmental initiatives related to the operation or maintenance of the Dulles Toll Road that should be explored?
  2. Would offering toll credits or other financial incentives be an effective way to encourage Dulles Toll Road customers to carpool or travel during off-peak hours?

Beginning July 11, 2022, written comments also may be submitted using the online comment form at www.dullestollroad.com/toll-setting-process. Written comments must be received no later than August 10, 2022. Final action to adopt these proposed amendments may be taken only by the Airports Authority’s Board of Directors.
