AVAILABILITY OF FINAL ENVIRONMENTAL ASSESSMENT AND
FINDING OF NO SIGNIFICANT IMPACT
The Metropolitan Washington Airports Authority (Airports Authority) is proposing to sublease approximately 835 acres of undeveloped and unused land at Washington Dulles International Airport (IAD or the Airport) located on a 1,400-acre site in the southwest portion of the Airport to Dominion Energy for construction and operation of a utility‑scale solar photovoltaic (PV) system. The proposed utility-scale solar PV system would consist of an array with panels containing approximately 350,000 to 400,000 solar PV modules and the associated supports, infrastructure, equipment, and access roads to provide approximately 100 megawatts of electricity to the public electrical grid to be used by Dominion Energy customers. The proposed development would also include a parking lot small-scale solar PV system to provide renewable energy directly to the Airport (Proposed Action).
In conformance with the provisions of the National Environmental Policy Act, the Airports Authority has prepared an Environmental Assessment (EA). After careful consideration of the information contained in the Final EA, the Federal Aviation Administration (FAA) has determined that significant environmental effects will not result from the Proposed Action. Therefore, the FAA has issued a Finding of No Significant Impact (FONSI).
