The Metropolitan Washington Airports Authority (Airports Authority) is preparing a Categorical Exclusion (CATEX) to consider the potential environmental effects associated with the Runway 1R/19L Reconstruction and Batch Plant Construction (the Proposed Action) at Washington Dulles International Airport (IAD or Airport). 

The Airports Authority is working with the Federal Aviation Administration (FAA) to prepare the CATEX in accordance with the National Environmental Policy Act (NEPA); FAA Order 1050.1G, Environmental Impacts: Policies and Procedures; and FAA Order 5050.4B, National Environmental Policy Act (NEPA) Implementing Instructions for Airport Actions. 

Beginning December 23, 2025, the project description, phasing diagram, and phasing description for the Proposed Action will be available for public review. All comments must be received no later than 5:00 PM, January 24, 2026.
