Categorical Exclusion for Runway 1R/19L Reconstruction at Washington Dulles International Airport

The Metropolitan Washington Airports Authority (Airports Authority) is preparing a Categorical Exclusion (CATEX) to consider the potential environmental effects associated with the Runway 1R/19L Reconstruction and Batch Plant Construction (the Proposed Action) at Washington Dulles International Airport (IAD or Airport). 

The Airports Authority is working with the Federal Aviation Administration (FAA) to prepare the CATEX in accordance with the National Environmental Policy Act (NEPA); FAA Order 1050.1G, Environmental Impacts: Policies and Procedures; and FAA Order 5050.4B, National Environmental Policy Act (NEPA) Implementing Instructions for Airport Actions. 

Beginning March 12, 2026, the CATEX will be published for public review under the Environmental Information section of the Airports Authority's website: Environmental Information | mwaa.com. Comments may be submitted to Rachel Morgan, Planning Department, Metropolitan Washington Airports Authority, 1 Aviation Circle, Washington DC 2000-6000, or by email to [email protected]. All comments must be received no later than 5:00 PM, March 27, 2026.
