 FINDING OF NO SIGNIFICANT IMPACT/RECORD OF DECISION 

 

Notice of Impacts to Wetlands in Accordance with
 Section 2(b) of E.O. 11990, Protection of Wetlands 

 

Notice of Potential Impacts to Historic Properties in Accordance with Section 106 of the National Historic Preservation Act and Section 4(f) of the Department of Transportation Act of 1966.

 

This notice is intended to advise the public that on May 4, 2026, the Federal Aviation Administration (FAA) issued a Finding of No Significant Impact/Record of Decision (FONSI/ROD) for the federal actions reviewed in the Final Programmatic Environmental Assessment (EA) for the Terminal Concourse Redevelopment and Associated Development projects at Washington Dulles International Airport (IAD or the Airport). 

 

The Proposed Action includes the redevelopment of the Terminal/Concourse facilities at IAD, expansion of fuel storage facilities, and the development of land referred to as the South Development Area.

 

The Airports Authority’s purpose and need for the Proposed Action being evaluated in this Final Programmatic EA is to:

  • accommodate current and projected passengers with permanent modern facilities that provide an acceptable level of service (LOS), which includes providing sufficient space for passenger facilities, baggage handling systems, space for concessions and other amenities, and efficient connectivity between aircraft gates and other functional areas of the passenger terminal and concourses; 

  • provide sufficient fuel storage facilities to meet projected demand with excess capacity for reserve fuel supply requirements; and

  • provide sufficient space to meet the demand for new aeronautical and non-aeronautical support facilities.  

 

The Federal Aviation Administration (FAA) is the lead federal agency to ensure compliance with the National Environmental Policy Act of 1969 (NEPA) for airport development actions. The Final Programmatic EA has been prepared pursuant to the requirements of Federal Aviation Administration (FAA) Order 1050.1G, FAA National Environmental Policy Act Implementing Procedures, FAA Order 5050.4B, National Environmental Policy Act (NEPA) Implementing Instructions for Airport Actions, and Department of Transportation’s (DOT) Order 5610.1D, DOT’s Procedures for Considering Environmental Impacts. 

 

The FONSI/ROD indicates that the project is consistent with NEPA policies and objectives in that it will not significantly affect the quality of the human environment. The Proposed Action includes potential impacts to 20.6 acres of wetlands and approximately 3,322 linear feet of perennial streams. It is anticipated that the project will qualify for a State Programmatic General Permit and Virginia Water Protection Permit based on further consultation with the United States Army Corps of Engineers and the Virginia Department of Environmental Quality which will include compensatory mitigation for project impacts. 

 

The Proposed Action includes impacts to approximately four acres of floodplain. Floodplain impacts would be less than significant because the impacts would not result in (1) a considerable probability of loss of human life, (2) likely future damage associated with the encroachment that could be substantial in cost or extent, or (3) a notable adverse impact on the floodplain’s natural and beneficial floodplain values.

 

A public review and comment period was also conducted pursuant to the 1987 Programmatic Memorandum of Agreement among the FAA, the Virginia State Historic Preservation Officer (VASHPO) and the Advisory Council on Historic Preservation (as regards Section 106 of the National Historic Preservation Act of 1966 – 36 CFR 800) and Section 4(f) of the DOT Act of 1966. The Virginia Department of Historic Resources (VDHR)/VASHPO determined that a project specific Programmatic Agreement was appropriate for this project. The Programmatic Agreement outlines processes for continued design review and includes mitigation measures to address any future adverse effects to historic properties. The executed Programmatic Agreement is included as an appendix of the Final Programmatic EA.
