BurksJonathan Burks is the Senior Vice President for Policy at the U.S. Chamber of Commerce. Prior to joining the U.S. Chamber of Commerce, Mr. Burks was the Executive Vice President for Economic and Health Policy at the Bipartisan Center. 

Mr. Burks served as Vice President for Global Public Policy at Walmart, where he led the global retailer’s efforts to analyze and develop positions on public policy issues. He also was a Partner at the global consultancy the Brunswick Group, serving as Co-Lead of its U.S. Public Affairs Offer. Prior to his private sector career, Mr. Burks served as Chief of Staff to Speaker of the House of Representatives.

Mr. Burks held other positions in government, including advising Senate Majority Leader on budget and appropriations issues, serving as Policy Director of the House Budget Committee, directing legislative affairs at the Securities and Exchange Commission, advising as Chief of Staff to the Undersecretary of the Treasury for International Affairs and advising on policy in the Transition Office of the Director of National Intelligence. 

In 2012, Mr. Burks was the Deputy Policy Director on the Romney for President campaign. Early in his career, he served for four years at the White House in a variety of positions including the Vice President’s Staff Secretary, Associate Staff Secretary to the President, and Special Assistant to the President for policy in the Chief of Staff’s office.

Mr. Burks holds a master’s degree from the School of Advanced International Studies at Johns Hopkins University and earned a Bachelor of Science in Foreign Service from Georgetown University. 

Mr. Burks is an appointee of the Governor of Virginia.
