Background:
With current loads at approximately 34 megawatts, the Airports Authority is exploring options to reduce Washington Dulles International Airport's overall energy cost and mitigate impacts of an electrical grid outage. It is anticipated the back-up power requirements will be approximately 50-60% of the current load profile. With adequate back-up power, during a major electrical gird outage, Dulles will remain operational supporting the region and surrounding communities as a critical infrastructure and locale of last resort for unplanned man made or weather related events. Facilities that would need to operate during an outage of such magnitude include airport terminals, concourses, fueling, air traffic control, AeroTrain, utility buildings, baggage handling systems, jet bridges, parking structures, lighting systems, etc. Local generation to supply back-up electric and thermal loads with a clean, energy efficient and sustainable solution is desired. The Airports Authority seeks to understand the feasibility of utilizing a Combined Heating and Power (CHP) solution and its impact in reducing Dulles’ overall energy cost while providing reliable and sustainable back-up power.  It is anticipated the CHP unit will be located on Airport property in close proximity to the Airport Utility Buildings.
Objective:
The Airports Authority has issued this RFI to gain information on current industry practices that will meet Airports Authority requirements for implementation and sustainment of a CHP solution ranging from 15-20 megawatts. The Airports Authority is seeking qualified expertise and perspective demonstrating the successful performance of feasibility studies, development of design documents, construction and operation of CHP plants at other airports and or facilities similar in size and complexity.
