Anticipated Sole Source Awards

The Metropolitan Washington Airports Authority is committed to transparency in all of its contracting programs. While we strive for full and open competition in the procurement of goods, services and construction wherever possible, per the Airports Authority’s Contracting Manual, the Airports Authority is authorized, with proper approval, notification and justification to award sole source contracts.

The following is a list of sole source contracts with an estimated value of over $50,000 which the Airports Authority anticipates awarding in the near future. In cases where the anticipated value does not exceed $200,000, notices will be posted a minimum of 15 calendar days prior to the anticipated contract award date. When the award value is anticipated to exceed $200,000, the notice will be posted for a minimum of 15 calendar days, after which it will be submitted to the Airports Authority’s Board of Directors for approval of the award.

If you believe that your firm can fulfill any of the anticipated contractual requirements listed below, please complete the Airports Authority's Statement of Capabilities Form, available below, and e-mail it to contracting@mwaa.com or hand deliver it to 2733 Crystal Drive, Arlington, VA 22202 prior to 5:00 PM on the posted deadline date.  All submissions shall be reviewed to determine if competition exists.

REQ-19-14174: Air Traffic Control Tower (ATCT) Tuned Mass Damper Monitoring, National Airport
Description: Ronald Reagan Washington National Airport requires the continued monitoring and maintenance of a mass damper station for the air traffic control tower for a five year period. The University of Western Canada’s Boundary Layer Wind Tunnel Laboratory is the original designer and installer of the tuned mass damper and associated electronic remote monitoring equipment. Monitoring and maintenance of this equipment remains proprietary to the Boundary Layer Wind Tunnel Laboratory.

REQ-19-13663: Water Meter System Upgrade and Data Service, National Airport
Description: Ronald Reagan Washington National Airport currently uses the Badger Water Meter System that was previously purchased through full and open competition and it has now become part of the Airport's existing Design Manual. We are currently looking to upgrade to a cloud based system that will connect to the current platform in order to monitor water operations, improve inefficiencies, address equipment issues and efficiently direct manpower utilization stemming from advance metering analytics combined with proven cellular communication technologies which enable greater visibility and control over water resources equal to what the Badger AcquaCue System offers.

REQ-19-14111: Computer Aided Design & Drafting (CADD) Software License Subscription
Description: The Airports Authority requires the license subscription and supporting services for the Bentley Systems SELECT CADD software being used by the Authority’s Engineering and Design offices. Bentley Systems is the sole provider for the SELECT software products and services. The Airports Authority seeks to secure the ongoing software subscription and supporting services for a twelve month base period and two consecutive twelve month option years.

REQ-19-14637: Meteorological Services, National and Dulles Airports
Description: Washington Dulles International Airport and Ronald Reagan Washington National Airport use the same two companies for weather forecasting services. Two companies are used simultaneously and the forecasts are averaged to enhance the accuracy of the forecasts. DTN, LLC (formerly Televent DTN) is one of those companies. The Airports Authority seeks to secure the weather forecasting services of DTN, LLC for a twelve month base period and three consecutive twelve month options.

REQ-19-15166: Ramp Tower Communications Equipment Maintenance, Dulles Airport
Description: Washington Dulles International Airport uses communications equipment manufactured by Denro Systems, a division of Northrup Grumman Systems Corporation. This particular Small Digital Voice Switch (SDVS) system is proprietary to Northrop Grumman. The Airports Authority seeks to secure ongoing maintenance support services for a twelve month base period and four consecutive twelve month option years.

REQ-19-13314: Preventative Maintenance of EMT Equipment, National and Dulles Airports
Description: The Airports Authority requires preventative maintenance services of Lucas and LifePak cardiac and CPR devices at Ronald Reagan Washington National Airport and Washington Dulles International Airport Fire Stations.  Physio-Control is the sole provider for maintenance of this equipment.

REQ-19-14627: Baggage Cart Concession, National and Dulles Airports
Description: The Airports Authority requires a concessionaire to provide self-serve baggage carts services at Ronald Reagan Washington National and Washington Dulles International airports. Smarte Carte is the sole provider of self-serve baggage cart services for airports in the United States.

REQ-19-14021: GIS System and Applications Support
Description: The Airports Authority requires maintenance and technical support of existing GIS mapping and analytics platform at Ronald Reagan Washington National and Washington Dulles International Airports. ESRI is the sole provider for the ArcGIS software suite upgrades, patches and technical support.

REQ-19-11434: Passenger Boarding Bridge Parts, Dulles Airport
Description: Washington Dulles International Airport maintains 54 passenger boarding jet bridges.  Each bridge provides 400 Hz Aircraft Ground Power as well pre-conditioned air and heat to the aircraft. The Ground Support Equipment System was purchased through full and open competition and found to be a reliable and dependable system in meeting the needs of the jet bridges used at Dulles Airport. The replacement parts are currently available through J & B Aviation, located in Palmetto, Florida who is part of the ITW/GSE family and the only seller of their products.

Description: The Airports Authority requires maintenance, repair and supplemental development of the proprietary Gatekeeper software that registers, tracks and monitors commercial vehicle movement at Ronald Reagan Washington National and Washington Dulles International Airports to include telephone software support and weekly remote monitoring of the system database.
